Anyone can order a Death Cert from General Records Office. I've done it a couple of dozen times for genealogiacal reseach
Just go here and follow instructions.

    https://www.gro.gov.uk/gro/content/certificates/login.asp

Usually takes a few days and costs a few quid. There's a search engine to find the person's correct reference. That's all free to use regardless of whether you complete the order or not. Just need a log in ID. A PDF is cheaper and quicker than a paper version but you will need a paper one I guess, which is done on a proper template.

Note: You may find out something upsetting, so be prepared.
Also: Covid 19 might affect the service - dunno.

Well I lived there for 3 years and went back for a holiday in 2017.
