It's a monument to St Kyneburgh, a local girl who got drowned in a well on that site according to legend. Her chapel was also built on that site and the monument is supposed to represent the spire of the chapel. It's made from horizontal plates supported on vertical members - and it's local name is "The CD Rack". It has no point or cross at the top, they say the city council asked the artist to reduce the price so he left the top off!

Gloucester is not known for picking its sculpture to please the citizens. Haven't got a decent picture from the side.
