Paul Moakley directed the video about Ramsey Orta, who filmed the incident in Staten Island, using a smartphone.
Moakley is deputy director of Photography and Visual Enterprise at Time. Time’s subsidiary, Time Inc UK, publishes Amateur Photographer magazine.
Orta was a bystander at the fatal incident when the police officer wrestled Eric Garner to the ground.
Moakley, a Staten Island resident, said he was inspired to document Orta’s backstory after watching the video in July.
He grabbed his gear and drove to the scene of the incident, where he met and interviewed Orta.
