The public having a say in what particular types of Charities benefit from Lottery money, is better in my opinion than a goverment departmet (or whatever) doing the same thing, because 'they' perceive the Lottery as a way of getting funding and then withdrawing most or all of their funding in this area, 'Because they are getting Lottery funding'.

It happened a lot of times with the money handed out to disability groups; furthermore, usually unless the local authority supported their request for funding, their chances of gaining funds was pretty low. In the very early days, (whether this has changed is debatable!) the goverment 'creamed off far more %-wise of the take, than those running the Lottery, and that handed to non-govermental causes like sports etc. But of course that particular issue is swept conveniently under the carpet and not talked about!
