Story of my life! Whenever I go to a new city anywhere in the world, they hear I'm coming and get scaffolding up around their greatest monuments.
Seriously I don't know what the border is supposed to add, certainly not an antique feel, because the shot is about renewal and refurbishment. Well, apart from being a geometric criss cross pattern picture, as which is it fairly successful. It is a point in time as someone was discussing before.
It could also be seen as historical point in time apart from the modern materials used in the construction work. The tower is only recently added to the building. I know what you mean about scaffolding with me it is suspended cables ruining the view.Story of my life!
