I have had a go using Elements 6 but just get everything to line up.

Hi JediKnight
did this in elements 6 in the following manner:
Image, Transform, Distort,
Pulled the top left corner into a position on the left to square it up. Also used the magic wand to select the sky and used levels to adjust.
Hope you did not mind the edit but i hope this was the answer to your question, and helps you.
Did not spend more than a couple a mins with image.

Using your original picture and the left hand side of the center tower ( near to the center of the picture ) as a guide, rotate the picture 2.83 degrees counter clockwise, or until it looks right and crop.
