Hi,has anybody out there had any expeience of the Panasonic 1.7x tele converter lens.Are they any good?.I would like to try one on my FZ28 and do some shots of birds,and feel this would help me a lot.Any help would be greatly appreciated.

I can't help you with the Panasonic Converter, but also have a look at these from Raynox. I've got their macro attachment and it's excellent. Perhaps others have got the telephoto one.

The Panasonic one is rather expensive. I used the Olympus TCON 17 on a Panasonic FZ-50 with success. The Oly 1.7 fits a 55mm filter diameter so it may moung on your FZ28 without an adapter.
