Hi, I have edited a RAW file in PS3. How do I convert it to JPG for publication on the web?

You either Save it or "Save for Web".
Once you've resized it to a size that goes on the web.

To save as .jpg make sure it is an 8 bit image, often raw converters output as 16 bit images.

What is the advantage of saving as an 8bit compared to 16bit 
I would have thought that a 16bit image would be better

Not for web usage. Browsers display at 8bit.

I don't see why this is necessary, jpeg is an 8 bit only format so the conversion is mandatory .... unless your software decides to give you a warning (which is fair enough).

If you have a 16 bit image open in CS3 and go to save as, it will only offer to save in formats that are 16 bit i.e. no offer of jpg as a format it can save as.
Other image editing software may well be different.

12 bit JPEGs were part of the original JPEG specification so this isn't necessarily straightforward.

Downsample with bicubic sharper, then also hit Filters and Sharpen and Sharpen again.
