SB 400 on a D40

Thinking of getting a flash. With a SB 400 mounted does
(a) the internal flash still pop up, and
(b) can the SB 400 be used WITH the internal flash at the same time to give more flash power?

As Nimbus said, no and no.

Neither the SB400, SB600, SB800 (and I believe the SB900) will allow your camera's built-in flash to operate when fitted to the hotshoe.
