Can anyone advise me how to create a wide boarder and then put large text into that boarder in Elements 6 please?

I haven't got Elements 6 but in Photoshop the best way would be to enlarge the canvas. You can choose what colour you want the borders, even choose a tone that appears in the photo. The enlarged canvas can then be edited in any way you choose, including adding text.

Adding canvus
Image - resize - canvus size
that will let you add canvus to the shot (remember you have to add to both the width and height) and also select the colour of the canvus.

Adding text
When in full editing mode look on the lefthand menu bar - down about 1/3 of the way is a big T. Use that to draw a text box on your photo and then you can add your text - the controls for font and such on the text appear along the top menu bar
