So I am sure that ND and ND-grad filters are necessary for taking digital photographs but what about traditional filters? Is it really possible to get the same effect as a yellow filter or 81B warm-up (for instance) with Photoshop?

Same effect as colour correction filters? You should be able to do that with the white balance control on the camera.
Same effect as "standard monochrome" filters? Probably not, but pretty close.
Same effect as a polarizing filter? I doubt it...
Same effect as specialist filters like didymium glass or those based on interference? No way!

The 81B warm up filter is made redundant by setting the appropriate white balance on the camera either to give a neutral tone to your images or to warm them up. You could always shoot in RAW and adjust the colour temperature later in Photoshop

I have Tiffen DX installed on my comp. but hardly ever use 1) most of the filters are not my taste (even when using film I would never have used those type of filters 2) a lot of the filters are 'effects' e.g. black and white styles 3) I forget I have it 
the most useful filters should be on the front of the lens NDs and polariser

i was unsure about the uses of filters when i started using my DSLR. i bought the following book

i have found it a great help as it talks about on camera and software filteration.

I use ND grads and polariser (cokin P system) on the lens, Tiffen DFX does any effects or enhancements that I want.

The only filters I use are the uv/skylight type.
These go on the lens when new and are never taken off.
the only lens I dont use one on is the Sigma 10-20.

Apart from ND filters (for long exposures) the only other filters I have are polarisers (and UV - for protection only). Everything else I want can be done in software - best to shoot RAW though for temp and grad filter effects etc.
