When the Passport Office wanted monochrome I used to use a 6x6 TLR, make a contact print and trim to size. Last time I did my own passport photo with a Canon G5, on a tripod, screen rotated so I could frame & adjust pose from the front, exposed using the wireless remote control that came with it. Scaled to the right size in Photoshop Elements and printed on Epson Premium Glossy. Passport Office were happy enough.

Do you want it for genuine "Passport" photos - as will be acceptable to the Passport Agency? Or for much less stringent requirements?

Done quite a few passport photos this way recently, as long as you follow the instructions from the Passport Office it's simple.

Haven't had a single one rejected.

Nope.

I want a camera with four lenses like one I saw in a magazine recently, either allowing you to opne all four lenses at once or only one at a time etc....

That's a polaroid type camera, can't remember what size of paper it shoots on though...
