Changing the ISO is multiplying the electron count in the well in every pixel sensor by the same amount. Changing the level through curve mapping is multiplying the electron count by a variable amount depending on what's there. In other words, varying the effective ISO rating of every pixel sensor depending on how much light it's shown.

Really I don't see the difference between that and what is proposed in "adaptive ISO".
