2mm makes quite a difference to the angle of view on the lens at the short end also there are other things to consider like max aperture, build quality, will you be going for an ultra wide like the sigma 10-20 later on as this seems a standard purchase for those doing landscape etc, if so then the short end difference between the two is irrelevant. best thing to do is think what one would suit your needs the best.
