Why is this? I am finding it very frustrating.
Are you working in 16 bit mode? An image cannot be saved as JPEG without being converted to 8 bit mode first. Some image editor programs do this without asking you, which is A Bad Thing (tm) as you're irrevocably losing image quality when you throw the less significant bits away.
